Delegated powers in the Natural Environment (Scotland) Bill at Stage 1

Inserted section 2F(5) provides that existing targets in regulations can only be revoked or diminished if: Scottish Ministers have laid a statement setting out their view as to why the target has not been met or is no longer possible to meet and the steps they intend to take in consequence. the Scottish Ministers are satisfied that the existing target would have no significant benefit compared with not meeting the target or meeting a diminished target. changes in circumstances or scientific knowledge mean that the target or the manner in which progress toward it is measured is no longer appropriate.
