Stage One Report on the Air Departure Tax (Scotland) Bill - Exemptions
It contrasts with the Finance Act 1994 where the exemptions to APD are set out in primary legislation and also with regard to the approach taken with other devolved taxes, such as Land and Buildings Tax Transactions Tax (LBTT).
A range of respondents expressed concern that the same legislative approach as APD had not been adopted in this Bill.
