Pre budget scrutiny additional Scottish Government response
We note that the £34 Government on course to increase the culture budget by £100m million uplift to funding for the sector in 2025-26 took the by 2028-29, relative to 2022-23. uplifts to date to £50 million a year, and that this is set to increase by an additional £20 million in 2026-27.

The LCM states that there are no powers available to Scottish Ministers under any other Acts to do this.
Regulations made under section 26 of the Animal Health and Welfare (Scotland) Act 2006 as amended by clause 44 are subject to the affirmative procedure.

Budget Scrutiny 2025 2026
The Government was not able to provide this in 2023/24 given wider budget pressures and therefore provided £13.2 million in 2024/25 covering the National Lottery Shortfall funding for 2023/24 along with the £6.6m for 2024/25. From 2025/26 this £6.6 million is base lined in the CS multiyear funding budget.

To ask the Scottish Government whether it is considering a faster roll-out of the Housing First approach, in response to the latest statistics on the number of deaths of homeless people in Scotland, which show that 231 people died in 2024, representing an increase of 40% since the data was first collected in 2017.
