The public engagement budget is made up partly of the travel and subsistence budget of £4,000 per annum and partly of the website maintenance budget of £15,000 per annum, because there would obviously be a strong online element to the engagement.
Clearly that is not acceptable, and I do not know whether that is occurring in only a minority of the 7 per cent of questions that are not being substantively answered within the timescale, but it seems to be quite bad practice just to be signposted to a website when as a parliamentarian I had expected an answer at the appropriate time.
Particularly telling are the services that HorseBack UK is now providing to the wider community. Its website describes services for children who are, perhaps, socially or academically marginalised.

Parliament should take pride in that. On Combat Stress’s website, there is a long list of the difficulties that people can have in making the transition from military to civilian life.
The framework documents also mention the need to engage and inform "relevant UKG and DA [devolved administration] committees and other relevant bodies", but do not specify the way in which such information will be shared or what forms the engagement should take.
It should be noted that UK wide SIs under FFSH legislation could only be made with the explicit consent of DA Ministers, and if considered appropriate would likely be limited to certain technical areas.
However, it does make reference to "discussion between the Deputy Directors of the divisions concerned with organic production in each of the Parties, followed by the DEFRA-DAs Senior Officials Programme Board".
