These Regulations amend the Health Protection (Coronavirus) (Requirements) (Scotland) Regulations 2021 (the ‘Principal Regulations’) to provide that persons who are a nominated representative of an organisation which has been accredited by the United Nations Framework on Climate Change for entrance to the COP 26 Blue Zone are deemed to be fully vaccinated for the purposes of entry to the COP 26 Green Zone.

Permitted Development Rights
Section 26 of the Town and Country Planning (Scotland) Act 1997 defines development as:
...the carrying out of building, engineering, mining or other operations in, on, over or under land, or the making of any material change in the use of any buildings or other land, or the operation of a marine fish farm in the circumstances specified in section 26AA
Technically, anything falling within this definition requires planning permission - although there are some exceptions set out in Section 26.
