Vulnerable Witnesses (Criminal Evidence) (Scotland) Bill - Phased implementation

Police officers were accustomed to applying a "reasonable person" test when called to a disturbance, but not when they were being asked to make a judgement on whether someone had suffered psychological harm. The SPF expressed fears that officers were being asked to become "thought police".
