There has been a lot of discussion on that in relation to the Public Bodies (Joint Working) (Scotland) Bill because a lot of people, particularly perhaps from local authorities, are envisaging a massive transfer of resources from the acute sector to the community as a result of that bill.
I was taken by the Scottish Government’s response to the GERS figures and its position on fiscal transfers, which now seems to be that fiscal transfers are a sign of failure, that they are locking in inequalities and that they are preventing local economies from growing.
We know from successive annual reports that more than half our people who die have a history of overdosing, so when people survive a near-fatal overdose, we really need services to kick in quickly.

Rather than providing for education in the bill, I am keen for the awareness raising to continue and for us to use all the tools that we have to support the updating of the 67-year-old legislation.
