As the member will know, I am visiting Prestwick airport on Tuesday, and I will be keen and anxious to talk about the particular impact and importance of Prestwick to that part of Scotland.

Does she acknowledge that certain services are now under pressures that they have not experienced to date?I recently visited Albyn house in Aberdeen. I am sure that the minister will agree—because Kenny MacAskill is on record as doing so—that Albyn house provides a very important service in tackling alcohol abuse.

If, after all that, the board cannot work out whether a premises is a nightclub or a pub, the board's staff can ask for further information or its licensing standards officers can visit the premises.This may seem like a small issue, but the change that Glasgow's licensing board seeks would affect licensed premises in an unreasonable way.

Leaving aside whether I agree entirely with the accuracy of your point about shifting money from budget X to budget Y, in essence, the situation highlights the weakness of the devolution settlement, in that we have a fixed budget and therefore, when mitigation measures are required, money simply has to be shifted from one budget to another.
