ScotRail''s obligation in the Franchise Agreement with Scottish Ministers is to allocate its train fleet and resources in the most effective way to provide passengers with a reasonable expectation of a seat within 10 minutes of boarding a train, with the exception of non-stop trains operating between Glasgow Central and Paisley Gilmour Street.

During the progress of the Glasgow Airport Rail Link Bill through the Scottish Parliament in 2006-07 a number of stakeholders including: Glasgow Airport Limited; Glasgow City Council; Glasgow Chamber of Commerce, Renfrew Chamber of Commerce, and Scottish Enterprise were questioned as to whether they would be prepared to make a contribution towards the cost of the project. With the exception of Glasgow Airport Limited''s contribution with respect to the costs of providing a pedestrian link structure from the new airport station to the terminal building none was prepared to contribute.

As of 1 January 2008, the Scottish Government put in place an Information Request Tracking System which has considerably improved the accuracy of the information we hold on request handling. All requests are now recorded (except those which are regularly and easily dealt with, such as requests for consultation papers and publications).

Most of the games venues will be owned by local authorities, predominantly Glasgow City Council, except the new Cultural and Entertainment Arena, which will be owned by SECC Ltd.
His response is as follows: In accordance with the Prisons and Young Offenders Institutions (Scotland) Rules 2006 Part 9 Rule 82, every prisoner shall be required to work in prison except where excluded under the rules.

Under the act, local authorities and registered social landlords cannot vary the terms of a Scottish secure tenancy except by written agreement between the landlord and tenant or by court order if the tenant refuses or fails to agree the variation.
