The Italian scheme that has proved so successful is for children of 12 and upwards. If a screening unit visited every school, that would achieve most of your aims.
For example, many residents would not be able to visit family and friends, attend college and educational activities or attend worship and other religious activities.

The bill’s policy memorandum seeks to draw comparisons with other jurisdictions that have comparable legislation. However, the committee found that no other jurisdiction has comparable legislation.The member in charge calculated that 100 people per annum may use the bill’s provisions if it is enacted.
The member is in no position to single out Glasgow as an example of exceptional treatment. That distribution formula is almost identical to the one that was used until 2007 by the Administration of which she was a supporter.
