The vast majority of complaints from the categories that you have mentioned—members of the public, contractors and so on—would go straight to the Commissioner for Ethical Standards in Public Life in Scotland, who would decide whether a complaint then had to go through the four-stage process that is set out in the code of conduct and in legislation. There are exceptions. Those involve conduct in committees, which is a matter for the relevant committee convener; conduct in the chamber, which is a matter for the Presiding Officer; and general conduct, which is where we come into the picture.
