From my experience, the answer to the question of our adaptability is that we have seen huge efforts from those who have been redeployed, from an NHS background and from a local authority background, in new roles in community settings. Some of those new roles are aligned to the new services that we have needed to put in place.
If we think imaginatively about how we apply that, perhaps we can find a way of unlocking the potential that is already in Scotland before we start thinking about new towns. The latest statistic is that there are 32,000 empty homes, which is a huge number.
The order abolishes prison visiting committees and creates a new independent prison monitoring service under the auspices of Her Majesty’s chief inspector of prisons for Scotland.

As reported at the session on 15 December, there are some extremely good case studies that involve colleges that provide pathways for particularly challenged groups in society.
