The main provisions of the Bill are contained in clauses 1 - 4 and provide for:
a) Prohibition on disapproval of foreign state conduct;
b) Application to procurement and investment decisions;
c) Exceptions to the ban on disapproval of foreign state conduct; and
d) Prohibitions on Statements by public bodies indicating disapproval.
The two contracts were identical except for:
the contractual delivery dates
the milestone payment dates for the launch and delivery of the vessels4Auditor General for Scotland. (2022, March 23).
Nine amendments relating to FOI were considered at Stage 2, including one from Mike Russell MSP, proposed adjusting the timescales for public bodies to respond to freedom of information requests from 60 days to 40 days, except in the case of the Scottish Ministers which would revert to the 20 working days.
It suggested there are very few local authorities that do not combine their knowledge of rent and council tax debt, "it would be the exception rather than the rule."6Scottish Parliament. (2022).
Most of the provisions in the Bill relate to reserved matters. The exception to this is one amendment to the Public Service Pensions Act 2013 explained in the LCM which relates to judicial pensions schemes and the ability to add additional devolved offices to the new judicial pension scheme.

The Scottish Government, however, highlights “important exceptions to this general reservation of foreign affairs” in its discussion paper on Scotland’s Role in the Development of Future UK Trade Arrangements.
Professor Mollison stated that the use of 1 member wards should only be used in exceptional circumstances. He argued that it is socially healthier for a small community to be represented by more than a single voice.

In relation to the regulations under subsection (1)(b), the Committee acknowledges that the Scottish Government’s policy is that those regulations could specify kinds of animal which are to be excepted from the section 2 definition.
