I have heard concerns, anecdotally, from quite a few constituents about the transfer of people from somewhere that is not Covid-safe into Scotland, which could have a significant impact on our Covid rates.
In paragraph 28 on page 11, you say that moneys have been transferred from energy efficiency loans to fund £100 million of emergency loans for house builders, and £5 million of emergency loans for private sector landlords.
Had that work been completed, we would not have needed the provisions in this bill, because the judiciary working in the reserved system would already have been transferred. Given that that is not the case, we have moved forward in this way.
Further to that, an issue that has been raised this week is that of council budgets and the transfer of money from the United Kingdom Treasury to the Scottish Government and down to local authorities.
We have still to fully decide on who and what transfers, and what resource is where. I want to look closely at those issues to avoid duplication—a matter that Dean Lockhart has mentioned in the chamber.
My understanding is that the UK Government has lodged regulations in the UK Parliament that would transfer responsibility for state aid to the Competition and Markets Authority, which would become an independent regulator.
The underspend that will be achieved in the current financial year transfers into next year’s reserve, so I anticipate that there will be more available at the end of the process.
