The contract regulates the occupancy of the property by the tenant. It gives the tenant exclusive possession of the property in exchange for which the tenant will pay to the landlord a rent, which is generally fixed at a market level.

These included creating more incentives for buy-to-let mortgages as opposed to buying a second property and incentives to sell a property with a sitting tenant in place, for example by reducing the Additional Dwelling Supplement for landlords who want to buy a tenanted dwelling.landlordsrecommendations.pdf (parliament.scot)
The Tenants Housing Panel made similar recommendations, in recognition of the importance of the need to sustain the private rental sector.

The Regulations
The Cost of Living (Tenant Protection) (Scotland) Act 2022 gives Scottish Ministers temporary power to cap rents for private and social tenants, as well as for student accommodation.
The learning from this pilot will be used to determine how to expand self- sampling nationally for under-screened women, in a way that is effective, sustainable, and removes as many barriers to participating in screening as possible.
As Scotland seeks to expand its screen workforce and build a globally competitive sector, there is an urgent need to prioritise safety as a core skill essential to establishing workforce resilience, economic growth, and industry reputation.
The Committee took evidence on the Regulations from a panel of stakeholders on 10 May and was expected to take evidence from the Minister for Zero-Carbon Homes, Active Travel and Tenants’ Rights early in the 2022-23 reporting year.
