Last year in Scotland, there were more than 42 million visits to Scotland’s public libraries: more people visited public libraries than attended Scottish Professional Football League football matches or visited the cinema.
Offences and exceptions
A number of options for amending provisions in relation to the offences and exceptions to the offences were also explored, including limiting the number of dogs, licensing, and introducing vicarious liability, or a reverse burden of proof.
The Committee views these powers as ones which should only be used only in case of a significant deterioration in the COVID-19 position in Scotland where the outbreak cannot be managed through any other measure except reducing the prison population.
Conversely, Chapter 11 (on temporary movement of persons for business) grants the right for individuals to visit the territory of the other in pursuit of financial services products.
A public authority is described in the Scotland Act 1998 as follows:
“Scottish public authority” means any public body (except the Parliamentary corporation), public office or holder of such an office whose functions (in each case) are exercisable only in or as regards Scotland (Schedule 1, 126).
That is not something that it would do with other taxes, except on an exceptional basis. However, the requirement in the amendment is for there to be a reporting process, which would reach conclusions that would be transparent to everybody—the people in the sector and the wider community.
