I would go further and say that we must start early years screening literally from birth. I refer to screening for health problems that would hold back a child's learning process, as well as screening for sight, hearing and other difficulties.

I believe that much is left to local discretion, which to an extent is welcome, but the problem is ensuring that councils maximise their involvement and connection with parent councils in particular.Using professional discretion about professional abilities and so on is more likely to be part of the screening process when a long leet is being drawn up.
