The latest figures from England and Wales show that the rate of assaults on staff is 223 per cent higher than the rate in Scotland, at 84 per 1,000 prisoners compared with 26 per 1,000 in Scotland. Of course, I suspect that I speak for everyone in the chamber when I say that that is 26 per 1,000 too many.
