Malcolm Chisholm has expressed concern about fuel poverty, but there is nothing to say what people should do until the results of the review are available. The Ofgem document, unless I am reading it wrongly, says that the maximum resale price of fuel—the most that anyone can charge—does not apply"when an inclusive charge is made for accommodation – for example, where a tenant pays a charge of (say) £100 per week, which includes ‘all amenities' and identifies no specified charge for the gas or electricity."
