Homes for Scotland's general view is that burdens should be enforced only by the owners of properties, not by short-term tenants. The absent owner has paid the value for the property and should be the one who has the right to enforce the burden, not the tenant, unless the owner specifically agrees that the tenant can enforce it on his behalf.
