An issue that Members considered from the outset was whether and how to introduce safer drugs consumption rooms in Scotland. 25. Committee calls for immediate timetable to address concerns over the long-term viability of the salmon farming industry in Scotland
The Committee took evidence from a range of regulators, stakeholders, fish farm producers and the Scottish Government between June – October 2024.
It also undertook a fact-finding visit to Oban in September; hosted a community engagement event on salmon farming with local stakeholders; visited marine research facilities at SAMS and visited Dunstaffnage farm operated by Scottish Sea Farms.

“the SPCB supported body landscape should not be expanded to include new advocacy-type SPCB supported bodies;
any future proposals for new SPCB supported bodies must satisfy two-tier criteria, as set out in paragraph 150 of the report, comprising both justification and effectiveness tests, and that a parliamentary committee should be given the remit of assessing proposals against these criteria;
a parliamentary committee should be given the specific responsibility for the accountability and scrutiny of SPCB supported bodies for a fixed period as a pilot exercise in Session 7.”3Scottish Parliament. (2025, September 16).
