The Committee asked if the Scottish Government's IT system for rural payments was a barrier to establishing a new Enhanced Tier 2 scheme. The Minister said that "the IT system is not in my consideration at the moment" adding that "the biggest consideration in my thinking now is how we get policies that the industry will buy into, come with us on and deliver".
He goes on to say: “In a reasonable world we would say paradigm is invoicing and as this will be the modus operandi until FC Ltd is set up properly and trading”.
It also committed to undertake a programme of fact-finding visits around the Bill including a further visit to various organisations and locations in Leith later this month.
