As I have said publicly, it is very unlikely that we will be transferring from pillar 2 to pillar 1, and it is very likely that we will require a transfer from pillar 1 to pillar 2, because of the poor budget that we have in pillar 2.
In 2019-20, 61.3 per cent of the people who died while serving community payback orders were aged between 16 and 40 years old, and that is not an age at which we typically expect people to die, so there are bereaved families.

2024-25
On 31 October 2024, the Scottish Government laid a draft Annual Report on the Scottish Government's commitment to align with the European Union where appropriate.
This represents a 3.1% increase compared to the 2025-26 budget. However, when one-off election project costs of £2.5 million are stripped out to allow a like-for-like comparison, the year-on-year movement of costs within the Parliament’s control is actually a decrease of £0.4 million or 0.6%.”
