There was general agreement from witnesses representing the interests of education and health professionals that the drafting in sections 26 and 27 of the bill would benefit from being “tightened up”.
The new land reform bill will aim to ensure that the public interest is considered in transfers of particularly large-scale land holdings in order to tackle problematic scale and concentration that can hamper community ambition.
It is time for the creation of a new fiscal framework for councils, which would see an automatic amount transferred each year from the Scottish Government’s budget, to help them deliver vital local services.
