The annual report on procurement activity in Scotland 2022 to 2023 shows that SMEs received 47.5% (or £7.1 billion) of the £15.0 billion Scottish public sector procurement spend where the business size was known. This appears to compare very favourably with the recent British Chambers of Commerce report, published May 2025, which stated that ‘only 20% of direct public sector procurement spend was with SMEs in 2024 – a similar figure to 2023 (19%)’ It also compares favourably with the 38% of Scotland’s economy by turnover that SMEs constitute.
