We think that there is a particular reason why the draft regulations should apply not only to distillers but to, for example, the Scotch Whisky Heritage Centre and the Scottish Liqueur Centre in Perthshire, which we visited, and to small breweries that have visitor centres.
The ability to buy a bottle of beer or wine along with the rest of the groceries is one determinant in whether people visit a local shop or get into their car—or on a bus, if one is available—to travel to a supermarket.
