In its written evidence, Urquharts also argued that “the main reason for reform [was to] …provide clarity and certainty for landlords, tenants and legal practitioners.” It went on to say that:
[it] considered most, if not all, of the existing problems with tacit relocation in practice were capable of being addressed by a relatively short piece of new legislation which retains and consolidates the benefits of the existing Law, whilst making necessary improvements, resolving long-standing uncertainties and streamlining procedures within a substantially familiar framework.iWritten evidence, Urquharts
Business representatives also welcomed the proposed reform and “the decision to provide additional certainty and clarity for both the tenant and the landlord under the new definition.”iWritten evidence, Scottish Grocers’ Federation
