Both the Chartered Institute of Taxation and the Law Society pointed out that since there is no way of identifying those taxpayers who may be eligible to claim a repayment, thought must be given as to how best to effectively communicate the changes to potentially eligible taxpayers.
The ETS is not a UK Government measure as it is governed jointly by the four governments across the UK, as I said at other points during the session.
