In most cases that will be the owner, but it could be a tenant. Amendments 25 and 26 clarify that if the relevant person is not the owner, they are still responsible for all the repayable amount.

To ask the Scottish Government whether the First Minister has visited any care homes during the COVID-19 pandemic to listen to the views of residents, and, if so, (a) where and (b) when these visits took place.
