Scotland is unique in having a lot of land that has no claim on it and is very cheap to rent, which exacerbates the problem here.Of course, there is still a debate about active farmers in other countries and about ensuring that payments do not go to landlords rather than tenants. In creating the new area entitlements, it is essential that it is the tenant—the guy who actually does the farming—who gets the entitlement when it is first registered.
