The Committee recommends the second island plan, and progress against delivering its objectives, commitments and budget, should be scrutinised in session 7.
Successor committees may wish to consider the new approach to impact assessments in the strategic integrated impact assessments in the context of the plan.
The draft regulations also makes a number of additional changes to the EFAs regime, namely:
Add four new options farmers can undertake in order to meet their EFA requirements (low input grassland, herb and legume rich pastures, unharvested crop and low density woodland planting);
Increase the proportion of land managed as EFA to 5% in 2026 and 7% from 2027;
Increase the field margin requirement from 1 to 3 metres; and
Make changes to how farmers use maps for managing their EFA land and access payments.
Clause 49(3)(a) allows local authorities to refer an age assessment to a person designated by the Secretary of State (this will be to the new National Age Assessment Board (NAAB)).
Adding in replacement funding for the European Territorial Cooperation and LEADER programmes, they calculate this “full amount” as being at least £183 million per year, equating to a 7-year replacement programme of around £1.3 billion for Scotland.
