Limited, (g) a regional Transport Partnership established by virtue of section 1(1)(b) of the Transport (Scotland) Act 2005 whose region includes, or is the same as, the area 15 of the local authority. (9) The Scottish Ministers may by regulations modify the list in subsection (8) so as to— (a) add a person or description of person, (b) remove an entry listed in it, (c) amend an entry listed in it. 20 (10) Regulations under subsection (9) are subject to the affirmative procedure. 6 Local authorities acting jointly (1) Two or more local authorities may act jointly, with the relevant public bodies relating to them, to prepare and publish a community wealth building action plan for the areas of the local authorities in question. 25 (2) Where two or more local authorities act jointly under subsection (1)— (a) they must continue to act jointly in relation to the community wealth building action plan in all respects, (b) unless the context requires otherwise, a reference in this Act to— (i) a local authority, in relation to a community wealth building action plan or 30 community wealth building partnership, is a reference to the authorities acting jointly, and (ii) the area of a local authority is a reference to the combined areas of those authorities. 6A Monitoring and evaluation plan 35 (1) A community wealth building partnership must, when publishing a community wealth building action plan under section 5(2), also publish a monitoring and evaluation plan for the local authority area. 7 Community Wealth Building (Scotland) Bill (2) A monitoring and evaluation plan under subsection (1) must set out targets, indicators and measures against which progress towards implementation of the community wealth building action plan will be measured, including— (a) the proportion of local and regional spend by the community wealth building 5 partnership in relation to the awarding of public procurement contracts, (b) the proportion of spend with small and medium sized enterprises in relation to the awarding of public procurement contracts, (c) the performance of businesses, including for the local authority area and region— (i) the number of new...
