Let me be clear: even if the detailed appraisal concludes that one or both of the rail stations might have a strong case for moving forward, and even if my officials agree, a number of hurdles will still need to be cleared before it can progress. Top amongst those hurdles is affordability.
Decisions should not be made from the top down.
