Planning (Scotland) Bill at Stage 1

This is particularly the case given that it is the Scottish Ministers, rather than the planning authority, that exercises the power to make a transfer of functions direction. Accordingly, the Committee encourages the Minister to include a requirement in the Bill for the Scottish Ministers to give reasons for the choice of body that the functions are transferred to under a "transfer of functions direction" made in terms of section 25(1) of the Bill.
