First, the cabinet secretary’s helpful letter of 13 March concedes that the bill’s substantive timetable remains uncertain, and, when I asked about the veterans commissioners, the cabinet secretary referred to something that is in paragraph 26 of the LCM, which says:“the latest joint statement from the Veterans Commissioners welcomes an indication from UK Government Ministers that further planned engagements with Ministers … should result in changes to the legislation”.So, something could well change.The second reason why I do not think that the committee should recommend agreement to the Parliament at this stage is that, from what we have heard—I make no criticism of the cabinet secretary; this is an observation—we have not got full consultation.
