The Scottish Parliament Edward Mountain MSP EDINBURGH Convener Net Zero, Energy EH99 1SP and Transport Committee (by e-mail) [email protected] 22 September 2023 Dear Convener Draft Climate Change Plan Further to your letter of 3 July concerning the Parliament’s scrutiny of the next draft Climate Change Plan (CCP), I would highlight the following points— • As part of our pre-budget scrutiny for 2023-24, we took evidence from the heritage sector on the investment required to meet Net Zero ambitions, including— o Historic Environment Scotland warned that investment in the historic environment despite current financial pressures was vital to avoid “long-term implications” and meet the Scottish Government’s Net Zero ambitions. o Museums Galleries Scotland (MGS) said it had not assessed the cost of achieving Net Zero through the building infrastructure as “there is no sight of where the funding would come from”. o National Galleries of Scotland said these costs would be “substantial” but that funding to meet Net Zero targets was as yet “not identified”. • In the written evidence submitted for our scrutiny of the budget for 2024-25— o Industrial Museums Scotland called for funding to support contributions to Net Zero goals, specifically funding to install solar panels to reduce the energy costs for its members. o MGS’ submission stated, “not only is the funding in Scotland insufficient to meet the scale of demands of the sector for basic repairs and modest energy efficiency measures, but it does not even allow for consideration of the kind of upfront investment that would be needed to meet Net Zero policy targets for the whole sector”. o The National Theatre of Scotland had received a grant for solar panels, which it said has “resulted in considerable savings for the organisation” and “Capital funding which could enable organisations to save money on an annual basis whilst also contributing to the Scottish Government's Net Zero policy represent a virtuous circle which must be championed”. o A joint submission from six independent producing theatres called for an acknowledgement “that Net Zero and Fair Work First priorities have a significant financial impact on our fragile business models and cannot be implemented without extra targeted support”. • The Committee will be undertaking work in November and December on the historic environment sector, focused on the priorities of the new historic environment strategy Our Past, Our Future, one of the three priorities of the strategy being ‘Delivering the transition to Net Zero’.
