As the Scottish Government set out in our Memorandum, it is a matter of concern that there is such a degree of overlap between the proposed new offence and the existing offence in RRA.
These are: • A prohibition on providing or making available fireworks or pyrotechnic articles to children; • A new statutory aggravation for courts sentencing offenders where fireworks were used to attack emergency workers; • New discretionary powers for local authorities to designate firework control zones; and • New offences of possession of pyrotechnics in public places and at designated venues and events.
I am pleased to inform the Committee that the inspectorates published the new framework Quality improvement framework for the early learning and childcare sectors | Inspection th frameworks | Inspection and review | Education Scotland on the 18 of September.
W e are also very concerned that the EHRC have announced that they will consult publicly on their new statutory code of practice on these issues, in mid-May, but only for two weeks.
However, we foresee the following impacts on our operations: • Whilst the automatic transition of Waste Management Licences to the new framework is welcomed, clarity on any immediate changes to operational conditions or additional compliance requirements is essential.

“Scotland’s Commissioner Landscape: A Strategic Approach”, which recommended that a new, dedicated Parliamentary Committee be established to conduct a ‘root and branch review’ of SPCB supported bodies.
As a training provider that has worked with Scottish Government historically to implement new products we are already producing a burial suit of products that will meet the needs of the new legislation and envisage this could be a delivered via in person or on line to allow swift implementation.
