We have just had a long discussion that centred very much on a letter from the Scottish Government, dated 22 March, in response to the committee’s letter of 26 February 2019. We have considered the response, and we will write back to the Scottish Government for clarification of some points and some additional reassurance on some points.

The fact that I find the hardest to hear is that young disabled people have the same aspirations as their peers at age 16, but, by 26, believe that nothing that they can do will change their lives.
The policy intention of this amendment, as apparent from the debate on the amendment on 26 November was related to the use of the power in Part 2 of the Bill as introduced (the power to amend Environmental Impact Assessment legislation and the Habitats Regulations), not to constrain the use of delegated powers in Part 1 of the Bill.

The Parliament agreed the remit change at its meeting on 26 June 2019. The SPPA Committee subsequently agreed, at its meeting on 12 September 2019, to make a proposal for a Committee Bill along the lines suggested to it by the SPCB.
