Through the commitment that we have given to local government to guarantee the provision of 26 per cent of our capital budget right through to 2020, we have provided the financial certainty that those schemes can be funded.
I suggest that we write to the Scottish Government to ask when its latest review of information sources and decisions relating to the pause in or withdrawal of Covid-19 guidance took place, and what the outcome of that review was.
The issue with the COSLA ask regarding the latest stated position is that you have to do the same for every other portfolio and directorate in the Scottish Government.
There is an expectation in the model that we will see a 15 per cent improvement in the efficiency of new aircraft. That is modelled, but it is through that specific efficiency saving from the use of new aircraft.
It has taken five years since the powers were devolved to Scotland to get to the stage at which we are considering the regulations for the new benefit. New systems had to be established, staff had to be recruited and new computer systems had to be set up.
