When the Committee considered the previous request for an extension of 6 months, we sought confirmation of how the implementation of these powers would be monitored to ensure that they are used in a consistent and proportionate way in line with wider health guidance, and to meet human rights requirements.
The Scottish Prison Service confirmed that external monitoring is carried out by Her Majesty’s Chief Inspectorate of Prisons for Scotland (HMCIPS) through their remote monitoring framework and on-site liaison visits.
We are also taking steps to enhance working conditions for staff and to develop services for the people in our care. The success of HMP Kilmarnock’s transfer is the result of the positive and continuous engagement that we had with Kilmarnock Prison Service Limited and Serco, particularly Serco staff on-site in Kilmarnock, from the very commencement of the project.

As the decision on applying to become a designated site was based on confidential security advice from Police Scotland, it would not have been appropriate to have held prior discussions with MSPs, MSP staff or other Scottish Parliament staff.
