As you know, the new Economy and Fair Work Committee met for the first time on Wednesday 23 June, when I was elected as Convener.
By the end of this Parliamentary year at the latest, we will publish a single implementation plan setting out the actions and commitments that we will deliver to ensure that we keep the Promise by 2030.
One of the difficult balances that we always have to strike is between waiting until the latest possible moment so that the data that we base our decisions on is as up to date as possible and giving businesses more notice.
It proposes giving Scottish Ministers regulation-making powers to set up a new licensing regime for heat network zones, and for granting certain rights and powers over land in connection with the installation and maintenance of heat networks.
