As outlined on page 17 of the Infrastructure Investment Plan 2021-22 to 2025-26: Major capital projects progress update (August 2025) the NHS Ayrshire and Arran National Treatment Centre has been paused.We are currently working with all health boards to develop an NHS whole system infrastructure plan for Scotland.

Scottish Government officials informed Ministers on the content of Ferguson Marine’s board papers relating to the recommended operational plan for MV Glen Rosa on 26 March 2025.Following a Board meeting, the Chair of Ferguson Marine briefed the Deputy First Minister on the updated delivery plan; and the Chief Financial Officer of Ferguson Marine wrote to the NZET committee to report that a “further stage of review and assurance activity would commence to ensure the MV Glen Rosa operational plan has been fully optimised from the perspective of costs and handover date.

Our Budget provides a record £21.7 billion for health and social care.As part of planned care funding for 2025-26 we have provided over £10.5 million to territorial health boards across Scotland, including NHS Lothian, to support endoscopy activity and reduce waiting lists.Patients continue to be seen based on their clinical urgency, for example, those referred with an urgent suspicion of cancer continue to be prioritised for scope-based diagnostic tests.To specifically support scope based diagnostics we published an Endoscopy and Urology Diagnostic Recovery and Renewal Plan backed by £70 million.

Statistics gathered by the Scottish Government from 2014-2024 show the increasing range and complexity of need and how the level of ASN support has not kept pace: Number of pupils with ASN – Increased by 64% Number of Special Schools – Decreased by 26% Number of ASN Teachers (FTE) – Decreased by 8% Statutory Co-ordinated Support Plans – Decreased by 61% Non-statutory Child’s Plan’s – Increased by 254% Furthermore, the EIS All Member Survey 2025 identified that nearly 80% of members either agreed or strongly agreed that there are insufficient resources to support the effective implementation of mainstreaming in their setting.
