The data has been built up over many years—the MCS has been carrying out beach cleans for the past 26 years. It is a long-standing problem and we need a solution.

Cumbria coal mine
In October 2020 Cumbria Council granted permission for a new coal mine near Whitehaven. This was met with considerable backlash from environmental groups.
Some owners might not have realised they were legally responsible for the common parts, and the news is an unwelcome surprise. Some owners might not be able to afford their share of the costs.
The Bill Team emphasised that the Scottish Government continued to work with justice agencies and the Scottish Prison Service and Police Scotland to examine the practical implications of the new system of protective orders where such a situation is likely to arise.
ICES (see Box 5, Section 10) could play an important role in this respect, by providing a source of independent scientific advice, although any decision on TACs is ultimately a political decision of the states concerned.
