3.7 Charges - Clauses 34 & 35
Clause 34 creates new powers for the Secretary of State to allow the Marine Management Organisation (MMO) to impose charges on the fishing industry in England or on English boats.
Delegated Powers Provisions
At its meeting on 4 September 2018, the Committee agreed that it was content with the powers contained in:
section 7(2)
section 18(2)
section 25, and
section 28.
It also has the power to vary the hours of operation away from the default position of 24/7 and it may make amendments to or revoke an LEZ, subject to the Scottish ministers’ approval.
My third and final point is that we will shortly publish the latest estimate of the R number. We expect that it will show that the R number is still around 1 in Scotland, which is a concern, given that it is thought that the new variant of Covid could raise the R number by 0.4.
