It would only be used in exceptional cases where very disruptive and/or dangerous activities may impede the parliament’s democratic role, the safety of those working or visiting the Parliament and the rights of others to engage with the Parliament in a wide variety of ways.
The Scottish ministers believe the improvements that are currently under way present the quickest route to progressing visiting, but they have said that they will “explore all options”.
An analysis of written responses was published on 26 November 10 2018. The Scottish Government response to the consultation was 11 published on 29 January 2019.
