We have to do work on getting behavioural change, but is there also a need to look at how we regulate three-for-one, two-for-one and three-for-two buys, for example, for which there is evidence that they can lead to food waste?
Soon after this meeting, I will publish on the committee’s website a statement on our approach to the inquiry that will cover in more detail the issues that I have just outlined.
We are not abolishing the right to buy—we are saying that no right to buy will apply to some properties and some tenants but that others will have the modernised right to buy and that, unless a change is made, many others will have the preserved right to buy.
