The cabinet secretary mentioned the new fireworks licensing scheme. Although that is not in place yet, one flaw in it is that those who have been convicted of antisocial behaviour do not need to disclose that when they apply for a fireworks licence.

On 12 June Members visited George Watson's College, Edinburgh.
I argued at the time that the school roll would increase as housing development took place and that there would be a need for a new school building. The reason for my recent visit was that instead of the school being closed, plans are now in place for a new school building.
For that reason, we have increased the resources that are available to the college and university sectors by £26 million and £20 million to support that.
Of the consequential amendments, only the amendments of the Visiting Forces Act 1952 and the Armed Forces Act 2006 to add the new offence to lists of offences in those Acts extend to Scotland; and
