It is also unfortunate that Low Emission Zones set targets as they relate to the latest Euro diesel engine standards. The reasoning is sound in terms of the vastly improved emission profile of a Euro VI bus compared to a Euro III bus.

To ask the Scottish Government whether any (a) minister or (b) official has visited (i) Switzerland, (ii) Norway, (iii) Sweden or (iv) Denmark since 2007.
I will add a couple of points to the cabinet secretary’s comments. First, when I visit the boards of our island and rural communities, I am struck by the fact that they are at the forefront of attempts to innovate, to work differently and to bring new ways of delivering services to their communities.
There are therefore things in the GRA that are already problematic even without this latest round of reforms and they could also be addressed before we move to another set of reforms that could be problematic.
To date there has been little scope for reform or discussion of reform, but I hope that an opportunity for that will be presented outside this budget process. Our having a new First Minister, a new finance secretary and new local government ministers will present an opportunity to build a new relationship and have positive discussions about a new funding settlement.
