The Fostering of Children (Scotland) Regulations 1996 and the accompanying guidance make clear that it is for local authorities to decide their own types and scales of payments to foster carers, depending on local child care needs and circumstances. At present, of the 1,630 wards in Scotland, 1,596 are fully compliant. This represents 98% compliance. Plans are in place to make the remaining wards compliant in the shortest possible time.

Such powers would be exercised on behalf of Scottish ministers by Historic Scotland. There are currently no plans to exercise these powers in respect of Castle Tioram.
