It is important that the Scottish ministers retain that discretion, as the new powers that are set out in the bill may result in changes to the content of future reports.
Section 29 of the European Union (Future Relationship) Act 2020 provides that any pre-existing domestic law is to be read as being compatible with the TCA. New domestic law is not affected.

Compensation
There are existing compensation provisions. Under the new arrangements, the owner can be compensated where their animal is taken into possession and subsequently rehomed or euthanised, with the proviso that the compensation can be deferred if there is a related on-going criminal case.
I have questions on a couple of areas, and the first is Ferguson Marine. Recently, the committee visited Ferguson’s and saw that the yard faces a lot of challenges in its prospects for new orders and so on.
Scotland is losing out on hundreds of millions of pounds in EU funding due to Brexit, including losing access to the £26 billion Erasmus+ programme because of the UK Government’s decision not to participate in it.
With those partners, we will agree a new memorandum of understanding to deliver on the agreed strategic outcomes in the strategy, but also to guide our new investment.
